With the UK government under increasing pressure to improve digital services and artificial intelligence beginning to redefine how public services are designed and delivered, data and digital skills are increasingly in demand.<\/p>\n<p>For long-term success, the public sector must ensure it has the capabilities to keep up with the pace of change, equipping each department with the skills needed to deliver better, faster and more user-centred services.<\/p>\n<p>But building capability is more than headcount or technical training. It\u2019s about empowering public servants with the confidence, context, and skills to act as intelligent clients. With the right skills and capabilities, organisations can set strategic direction, make informed decisions, and take ownership of their organisation\u2019s digital and data destiny.<\/p>\n<h2>The hidden costs of failing to build in-house capability<\/h2>\n<p>In the recent <a href=\"https:\/\/www.gov.uk\/government\/publications\/state-of-digital-government-review\/state-of-digital-government-review\">State of digital government report<\/a>, talent was highlighted as one of the five root causes of the challenges the public sector currently faces in the move to more digital and data-driven services. The report noted that a \u201clack of integrated cross-government workforce strategy limits recognition of specialist skill needs\u201d and highlighted gaps in areas such as leadership, data product ownership, delivery governance and agile team experience.<\/p>\n<p>Alongside funding limitations and headcount restrictions, this skills gap has led many public organisations to rely heavily on temporary external contractors and suppliers. But this short-term fix has become a long-term crutch that is now costing the public sector in several ways.<\/p>\n<ul>\n<li aria-level=\"1\">Financial costs: According to the <a href=\"https:\/\/www.gov.uk\/government\/publications\/state-of-digital-government-review\/state-of-digital-government-review#executive-summary\">report<\/a>, the average contractor in the central government costs three times as much per year as the average civil servant. Contractors account for approximately 18% of public sector headcount but around 40% of personnel costs.<\/li>\n<li aria-level=\"1\">Strategic costs: Alongside the short-term financial implications, a lack of internal capability also hinders innovation and weakens long-term delivery. Delegating key digital and data decisions to external contractors erodes institutional knowledge and makes organisations overly dependent on supplier timelines, tools and roadmaps. Participants learned agile development and cross-functional collaboration while gaining hands-on experience pairing with experts.
